In 1961 the
British Horse Society started a system of approving riding schools.
Although riding schools had to be licensed by their local councils it was felt
that this licensing only covered basic standards, and the BHS developed a scheme
where by other issues, such as welfare, instruction and safety standards, were
taken into account. By visiting a BHS Approved riding school you can be sure
that they comply with the latest health and safety guidelines,
are insured against public liability, and that their horses and ponies are well
looked after. Yearly un-announced inspections ensure standards are kept high.
The Riding Establishments Acts 1964 and
1970 require a licence issued by the Local Authority for the operation of an
establishment where horses are kept for hire or reward. The Acts apply to riding
schools, equestrian centres and trekking centres, but do not at present apply to
livery stables.
Insurance
Public liability insurance will be
required. Visiting owners may be required to insure their own horse, tack and
transport. Where an establishment is offering lessons on clients own horses it
is advisable that they are insured to do so, either with their own insurers or
through the British Horses Society's Register of Instructors.
Health & Safety
Relevant regulations to any equestrian
enterprise include the Health & Safety at Work Act (1974), Control of Substances
Hazardous to Health (COSHH) Regulations, Reporting of Injuries, Diseases and
Dangerous Occurrences Regulations (RIDDOR) (1995), as well as regulations
regarding workplace health, safety and welfare. A fire certificate may also be
required.
